Teachers More Concerned About What They Do Than What They Earn

An article in the New York Times (free registration required) reports that teachers, who have in principle agreed to their pay increase, are negotiating what duties they are responsible for. A rule put in place a few years ago, called ‘Circular Six’, in essence exchanged activities for teaching hours. Teachers were to be paid for putting in more hours for approved educational activities. But this rule caused a headache for administrators — principals had to submit their plan for non-teaching jobs to the teachers’ union chapter in their school each spring; the positions were created only if 75 percent of the union members voting said yes.


Bloomberg want to drastically change the rule, but the union is pushing back.
